The fact that we lived in and through apocalypse and collapse of the society? At least it looked like total apocalypse and collapse of society was pretty much evident.
Ofcourse it was diferent degrees of it in different countries but Fallout nicely resonates with it.
And the fact that the main Villan in F2 is goverment helped quite a bit.

yay! I am also playing fallout 2 as we speak, I finished fallout 1 in the week running up to this. I have just found the geck and taken it back to that stupid scary guy who has been invading my deams, only to find everyone is gone and he is dying... well serves him right... shouldn't have sent me in the first place if he wanted something done. Surely in all his wisdom he would realise all I would do is boink as many prozzys as I could and get jacked up on drugs.
